Taliban prisoner at Gitmo key to peace talks?

The Obama administration is considering transferring to Afghan custody a senior Taliban official suspected of major human rights abuses as part of a long-shot bid to improve the prospects of a peace deal in Afghanistan, Reuters has learned.

The potential hand-over of Mohammed Fazl, a "high-risk detainee" held at the Guantanamo Bay military prison since early 2002, has set off alarms on Capitol Hill and among some U.S. intelligence officials.

As a senior commander of the Taliban army, Fazl is alleged to be responsible for the killing of thousands of Afghanistan's minority Shiite Muslims between 1998 and 2001.

According to U.S. military documents made public by WikiLeaks, he was also on the scene of a November 2001 prison riot that killed CIA operative Johnny Michael Spann, the first American who died in combat in the Afghan war. There is no evidence, however, that Fazl played any direct role in Spann's death.

Senior U.S. officials have said their 10-month-long effort to set up substantive negotiations between the weak government of Afghan President Hamid Karzai and the Taliban has reached a make-or-break moment. Reuters reported earlier this month that they are proposing an exchange of "confidence-building measures," including the transfer of five detainees from Guantanamo and the establishment of a Taliban office outside of Afghanistan.

Now Reuters has learned from U.S. government sources the identity of one of the five detainees in question.

The detainees, the officials emphasized, would not be set free, but remain in some sort of further custody. It is unclear precisely what conditions they would be held under.

In response to inquiries by Reuters, a senior administration official said that the release of Fazl and four other Taliban members had been requested by the Afghan government and Taliban representatives as far back as 2005.

The debate surrounding the White House's consideration of high-profile prisoners such as Fazl illustrates the delicate course it must tread both at home and abroad as it seeks to move the nascent peace process ahead.

One U.S. intelligence official said there had been intense bipartisan opposition in Congress to the proposed transfer.

"I can tell you that the hair on the back of my neck went up when they walked in with this a month ago, and there's been very, very strong letters fired off to the administration," the official said on condition of anonymity.

The senior administration official confirmed that the White House has received letters from lawmakers on the issue. "We will not characterize classified Congressional correspondence, but what is clear is the President's order to us to continue to discuss these important matters with Congress," the official said.

Even supporters of a controversial deal with the Taliban ? a fundamentalist group that refers to Americans as infidels and which is still killing U.S., NATO and Afghan soldiers on the battlefield ? say the odds of striking an accord are slim.

Skepticism over negotiations
Critics of Obama's peace initiative remain deeply skeptical of the Taliban's willingness to negotiate, given that the West's intent to pull out most troops after 2014 could give insurgents a chance to reclaim lost territory or push the weak Kabul government toward collapse.

The politically charged nature of the initiative was on display this month when the Karzai government angrily recalled its ambassador from Doha and complained Kabul was being cut out of U.S.-led efforts to establish a Taliban office in Qatar.

U.S. officials appear to have smoothed things over with Karzai since then. Karzai's High Peace Council is signaling it would accept a liaison office for the Taliban office in Qatar ? but also warning foreign powers that they cannot keep the Afghan government on the margins.

The detainee transfer may be even more politically explosive for the White House. In discussing the proposal, U.S. officials have stressed the move would be a 'national decision' made in consultation with the U.S. Congress.

Obama is expected to soon sign into law a defense authorization bill whose provisions would broaden the military's power over terrorist detainees and require the Pentagon to certify in most cases that certain security conditions will be met before Guantanamo prisoners can be sent home.

The mere idea of such a transfer is already raising hackles on Capitol Hill, where one key senator last week cautioned the administration against negotiating with "terrorists."

Sen. Saxby Chambliss, the top Republican on the Senate Intelligence Committee, said such detainees would "likely continue to pose a threat to the United States" even once they were transferred.

In February, the Afghan High Peace Council named a half-dozen it wanted released as a goodwill gesture. The list included Fazl; senior Taliban military commander Noorullah Noori; former deputy intelligence minister Abdul Haq Wasiq; and Khairullah Khairkhwa, a former interior minister.

All but Khairkhwa were sent to Guantanamo on January 11, 2002, according to the military documents, meaning they were among the first prisoners sent there.

Bruce Riedel, a former CIA and White House official, said Fazl was alleged to have been involved in "very ugly" violence against Shiites, including members of the Hazara ethnic minority, beginning in the late 1990s, and the deaths of Iranian diplomats and journalists at the Iranian consulate in the northern Afghan city of Mazar-i-Sharif in 1998.

Michael Semple, a former UN official with more than two decades of experience in Afghanistan, said Fazl commanded thousands of Taliban soldiers at a time when its army carried out massacres of Shiites. "If you're head of an army that carries out a massacre, even if you're not actually there, you are implicated by virtue of command and control responsibility," he said.

He added: "However it does not serve the interests of justice selectively to hold Taliban to account, while so many other figures accused of past crimes are happily reintegrated in Kabul."

Some U.S. military documents ? select documents have been released, others were leaked ? indicate that Fazl denied being a senior Taliban official and says he only commanded 50 or 60 men. But the overall picture of his role is unclear from the documents which have become public.

Fazl's role exaggerated
Richard Kammen is an Indiana lawyer who has nominally represented Fazl; the detainee did not want an attorney.

"Based upon the public information with which I'm familiar, it would appear his role in things back in 2001 has been significantly exaggerated by the government," Kammen said.

According to the documents, Fazl and Noori surrendered to Abdul Rashid Dostum, now Afghanistan's army chief of staff but at the time a powerful warlord battling against the Taliban, in northern Afghanistan in November 2001.

While the men were being held at the historic Qala-i-Jani fortress in Mazar-i-Sharif, Taliban prisoners revolted against their captors from the Northern Alliance, the anti-Taliban coalition.

"Dostum brought (Fazl and Noori) to the bunker to ask the prisoners to surrender; detainee and (Noori) refused," the detainee assessment from a 2008 document read.

Spann, a one-time Marine captain who was sent to Afghanistan as a CIA operative in the fall of 2001, was trying to locate al-Qaida operatives at the Mazar fortress among a large group of Taliban soldiers who had surrendered, according to the CIA and media reports at the time. When the Taliban prisoners began to riot ? many of them were apparently armed ? Spann was surrounded and killed. After a bloody, multi-day battle his body was later found booby-trapped.

Even a loose association between Fazl and Spann's death ? despite the fact there is nothing to suggest he was directly involved ? is likely to increase the temperature of the debate in Washington.

What could be problematic for some Afghans is Fazl's identification with the killing of civilians in central and northern Afghanistan.

"The composition and timing of any release has got to pay attention to Northern Alliance concerns," Semple said.

Buy-in from supporters of that alliance ? and from those wary of a resurgent Taliban ? will be key in making a peace deal stick, if one can be had.

Despite the congressional concerns that released Taliban will return to the battlefield, Semple said it was unlikely even prisoners like Fazl ? who truly was a significant military figure for the Taliban ? would alter that equation.

"These people are not going to make a real contribution to the Taliban war effort even if they are able to go over to Quetta and rejoin the fight. It's not risky in battlefield terms; it's only risky in U.S. political terms."

Official: Green Zone bombing was targeting Iraq PM (AP)

BAGHDAD ? An explosion earlier this week in the Green Zone, a protected area in the center of the Iraqi capital, was an assassination attempt against the Iraqi prime minister, an Iraqi spokesman said.

That assailants were able to get a bomb inside what is supposed to be the most heavily fortified area in the country raises serious doubts about the abilities of Iraq's security forces at a crucial time when American troops are leaving the country.

The Baghdad military spokesman, Qassim al-Moussawi, said an attacker was able to get a vehicle carrying about 44 pounds (20 kilograms) of explosives into the Green Zone on Monday, and then tried to join a convoy of other vehicles going into the parliament grounds.

But at a checkpoint leading into the parliament compound, guards prevented the driver from going any farther because he did not have proper authorization. The driver then drove to the parking lot just opposite the parliament entrance where many lawmakers or their staff park, and the vehicle exploded seconds later.

At the time, officials had said they did not know if the explosion was the result of rocket or mortar fire into the Green Zone, whether a bomber managed to get inside or whether a bomb had been attached to a vehicle that then drove into the Green Zone.

Al-Moussawi said Friday that the new information was based on confessions from members of a terrorist group. They revealed that the bomb was supposed to go off when Prime Minister Nouri al-Maliki visited the parliament during an upcoming session, he said. But al-Moussawi declined to give further details.

He added that security officials already had information leading them to believe that al-Maliki might be targeted during his parliament trip. Al-Maliki was expected to address the legislative body soon but no date had been set.

A security official with knowledge of the investigation said police found a charred body near the mangled vehicle and were still trying to determine the identity of the person through DNA tests. The official said no one had come forward to claim the body, and it was not clear whether it was an innocent bystander or a suicide bomber.

Al-Maliki was in his office in another area of the Green Zone when the bomb went off, the official said, speaking on condition of anonymity because he was not authorized to talk to journalists.

No one else was killed in the blast, though two people were wounded.

The vast area in central Baghdad dubbed the Green Zone is the most protected area in Iraq and houses the U.S. Embassy, the Iraqi parliament and the homes of many Iraqi government officials. People going into the area must go through a checkpoint and show identification. Guards check for bombs or use dogs to search for explosives.

Inside the Green Zone there are often more checkpoints to access certain areas, including the parliament.

Barnes & Noble Nook business jumps 85% to $220 million

Barnes & Noble on Thursday reported its results for the second fiscal quarter of 2012, in which it revealed its Nook business has seen stellar growth over the last year. The company said that its Nook business, which includes sales of tablets, eReaders and eBooks, pulled in $220 million in the second quarter, up 85% from the same quarter last year. Barnes & Noble did not reveal how many Nook devices it sold during the quarter but said that it expects to sell ?millions of devices? during the third fiscal quarter. B&N.com sales increased 17% year-over-year from $177 million to $206 million, but Barnes & Noble?s overall sales fell 0.6% from $190 billion in the second quarter last year to $189 billion this past quarter. Retail sales also dropped 1% from $931 million to $918 million. Barnes & Noble?s full press release follows after the break.

Barnes & Noble Reports Fiscal 2012 Second Quarter Financial Results

EBITDA Increases 21% over the Prior Year

Comparable Store Sales Increase 10.9% over the Three Day Holiday Weekend

NOOK Tablet? Becomes Fastest Selling NOOK? Product

NEW YORK?(BUSINESS WIRE)?Barnes & Noble, Inc. (NYSE: BKS) today reported sales and earnings for its second quarter ended October 29, 2011.

SECOND QUARTER SALES

Total sales decreased 0.6% as compared to the prior year, from $1.90 billion to $1.89 billion. Barnes & Noble store (?Retail?) sales decreased 1% from $931 million to $918 million, with comparable sales decreasing 0.6%. Physical book sales declined, offset by increases in NOOK products and were positively affected by the liquidation of the remaining Borders stores. Comparable store sales improved each month throughout the quarter.

Barnes & Noble College (?College?) sales declined 4% from $797 million to $768 million, due to a shift from selling new and used textbooks to lower priced, higher margin textbook rentals. Comparable store sales increased 0.4%. College comparable store sales reflect the retail selling price of a new or used textbook when rented, rather than solely the rental fee received and amortized over the rental period.

BN.com sales increased 17% over the prior year, from $177 million to $206 million. Comparable sales increased 38%, on top of a 59% increase a year ago. This increase was driven by continued growth of digital content sales and purchases of award winning NOOK? devices. BN.com comparable sales reflect the actual selling price for eBooks sold under the agency model rather than solely the commission received.

SECOND QUARTER EARNINGS

Earnings before interest, taxes, depreciation and amortization (EBITDA) grew 21% over the prior year, from $46 million to $56 million.

Retail EBITDA grew from $1.3 million to $21.0 million, benefiting from higher product margins this year. In addition, the prior year included $10 million of litigation and proxy contest costs. College EBITDA declined slightly from $95.3 million to $93.9 million. BN.com EBITDA losses increased from $50.2 million to $58.9 million, driven by planned product markdowns on the recently announced NOOK price adjustments, as well as higher advertising production costs.

Total company net loss was $6.6 million for the quarter, or $0.17 per share, as compared to a net loss of $12.6 million last year, or $0.22 per share. Included in the current quarter is a $0.06 loss per share related to the company?s preferred stock dividend, in accordance with ASC 260, Earnings per Share. The dividend is deducted from earnings available to common shareholders in the earnings per share calculation and does not impact the company?s results of operations.

BARNES & NOBLE LAUNCHES NOOK Tablet?

On November 7, 2011, Barnes & Noble launched NOOK Tablet, the company?s fastest and lightest tablet with the best in entertainment. msnbc.com cited the product as a ?terrific tablet,? The Associated Press called it ?really impressive? and Forrester Research Inc. called it a ?wow product?. In the first few weeks of launch, NOOK Tablet has become the fastest selling NOOK product in the company?s history.

Concurrent with the launch of NOOK Tablet, the company also announced enhancements and new low prices for NOOK Color? and NOOK Simple Touch?, retailing at $199 and $99, respectively.

The newly updated NOOK Simple Touch continues to earn high praise from leading tech review outlets. CNET, PCMag and Laptop Magazine rank it among their top-rated touch eReaders with all three naming it ?Editor?s Choice? and this week, PC World rated NOOK Simple Touch the #1 eReader (11/29/11).

The consolidated NOOK business across all of the company?s segments, including sales of digital content, device hardware and related accessories, increased 85% in the second quarter to $220 million, on a comparable sales basis.

?The launch of NOOK Tablet, combined with the product enhancements to NOOK Color and $99 NOOK Simple Touch, represents the highest-quality portfolio of digital reading products on the market at incredible values,? said William Lynch, chief executive officer of Barnes & Noble, Inc. ?We expect to sell millions of devices during our third quarter, adding to the millions of current NOOK customers. This growing base of customers buying digital content from Barnes & Noble will continue to position us as one of the fastest growing companies in this exploding digital content market, and we project this will generate significant returns on our investments for years to come.?

HOLIDAY RESULTS TO DATE

Over the three-day holiday weekend, comparable store sales increased 10.9% at Barnes & Noble stores, on top of 17% comparable store growth last year. ?Based on early sales and traffic results in stores we are encouraged by our prospects for this upcoming holiday,? added William Lynch.

FULL YEAR GUIDANCE

The company expects full year EBITDA to be at the lower end of the previously issued range of $210 million to $250 million. Although the company has seen and continues to expect increases in retail earnings from plan, it plans to invest more heavily in customer acquisition activities to fuel NOOK digital growth. These investments primarily include promotional activity and advertising for NOOK products, as well as technology costs related to developing other opportunities.

CONFERENCE CALL

A conference call with Barnes & Noble, Inc.?s senior management will be webcast beginning at 10:00 A.M. ET on Thursday, December 1, 2011, and is accessible at www.barnesandnobleinc.com/webcasts.

US awaits release of 3 students held in Egypt (AP)

PHILADELPHIA ? Three American students arrested during a protest in Cairo and ordered released by an Egyptian court are in the midst of being processed by authorities there, a U.S. Embassy spokeswoman said Friday.

Katharina Gollner-Sweet, a spokeswoman for the U.S. Embassy in Cairo, told The Associated Press that Derrik Sweeney, Luke Gates and Gregory Porter are being processed for their eventual release one day after a court ordered them released from police custody, according to information from Egyptian officials.

"According to the latest information that the Egyptians gave out they were ordered released in the court but they are in an administrative out-processing stage," Gollner-Sweet said. "We are continuing to provide normal consular services."

The three U.S. college students, who attend the American University in Cairo, were arrested on the roof of a university building near Cairo's iconic Tahrir Square on Sunday. Officials accused them of throwing firebombs at security forces fighting with protesters.

A court in Egypt ordered the release of the students, a lawyer in Philadelphia confirmed Thursday.

Attorney Theodore Simon, who represents Porter, a 19-year-old student at Drexel University in Philadelphia, said he spoke by phone with Porter, describing the student's demeanor as "calm and measured, demonstrating a maturity well beyond his 19 years."

"He was extremely thankful and appreciative for our efforts and the unconditional support of his mother and father," Simon said.

Porter is from Glenside, Pa., a suburb of Philadelphia.

Sweeney's mother, Joy Sweeney, said she is "absolutely elated" at the news of her 19-year-old son's release.

"I can't wait to give him a huge hug and tell him how much I love him," she said, adding that the news of the court order was the best Thanksgiving gift.

The 21-year-old Gates is a student at Indiana University.

His parents released a statement Thursday through the school, saying they were "extremely happy" to hear that their son would soon be released.

"This has been a difficult situation, and while we are disappointed that he will be held a few days longer to complete administrative procedures related to his release, we're confident he will be home soon," Bill and Sharon Gates wrote.

The State Department released a statement saying it was trying to independently confirm the reports of the students' release.

Earlier Thursday, Egypt officials said the Abdeen Court in Cairo had ordered their release. They spoke on condition of anonymity because they are not authorized to speak to the media. They did not say when the students would be released.

Joy Sweeney said she wasn't sure when her son, a student at Georgetown University, would be returning to their home in Jefferson City, Mo.

"If he can find his passport (then he'll leave) tomorrow, if not, it won't be until Monday," she said.

She said the U.S. consul general in Egypt, Roberto Powers, recommended that her son leave Egypt as soon as possible.

"He also conveyed that that was what Derrik had conveyed to him that he wanted to do. He was enjoying his experience but (was) ready to be done with it," Sweeney said.

Derrik Sweeney interned for U.S. Rep. Blaine Luetkemeyer, R-Mo., earlier this year. Luetkemeyer's spokesman Paul Sloca, said the congressman is "extremely pleased that he's safe and coming home, especially on Thanksgiving."

Sweeney said she had not prepared for a Thanksgiving celebration, although a friend had taken her some food. She said the idea of a Thanksgiving feast had seemed "absolutely irrelevant" before the news of her son's pending freedom.

Asked what she thought her son would take away from his arrest, Sweeney said she thought he would make something useful of it.

"I'm sure that he'll put a life-lesson learning experience into a positive story," Sweeney said. "He's a writer, he will write about this experience."

DARPA aims to hear your fear in a crowd

Arshad Arbab / EPA

In this file photo locals topple over a burnt out car after a car bomb blast near a market in Peshawar, Pakistan. The U.S. military is working on technology to track down terrorists by listening for their heartbeats, even in a crowd.

By John Roach

You can run, you can hide, but the masterminds in the military's high-tech research arm have their eyes on a gadget that will allow them to hear your racing heart even as you try to get lost in a crowd.

The Defense Advanced Research Projects Agency already has the technology to hear your heart as you crouch and cower in a dark corner across the room. Now the agency aims to increase its ability to do this at even greater distances, through walls ??and even hear and distinguish between multiple hearts at once.

The technology could help chase down terrorists who set off a bomb and then scatter into the fleeing crowd, for example. It could also help rescue victims trapped in the rubble from the explosion.

The goal of the agency's "Biometrics-at-a-distance" program is a technology that "can record human vital signs at a distance greater than 10 meters using non-line-of-sight and non-invasive or non-contact methods" and do this for up to 10 people at once.

The technology to do this, the agency suspects, is likely to build from electrocardiograms, which measure the heart's electrical activity. This is what doctors use, for example, to diagnose heart disease in people.

Separating signal and noise in climate warming

Friday, November 18, 2011

In order to separate human-caused global warming from the "noise" of purely natural climate fluctuations, temperature records must be at least 17 years long, according to climate scientists.

To address criticism of the reliability of thermometer records of surface warming, Lawrence Livermore National Laboratory scientists analyzed satellite measurements of the temperature of the lower troposphere (the region of the atmosphere from the surface to roughly five miles above) and saw a clear signal of human-induced warming of the planet.

Satellite measurements of atmospheric temperature are made with microwave radiometers, and are completely independent of surface thermometer measurements. The satellite data indicate that the lower troposphere has warmed by roughly 0.9 degrees Fahrenheit since the beginning of satellite temperature records in 1979. This increase is entirely consistent with the warming of Earth's surface estimated from thermometer records.

Recently, a number of global warming critics have focused attention on the behavior of Earth's temperature since 1998. They have argued that there has been little or no warming over the last 10 to 12 years, and that computer models of the climate system are not capable of simulating such short "hiatus periods" when models are run with human-caused changes in greenhouse gases.

"Looking at a single, noisy 10-year period is cherry picking, and does not provide reliable information about the presence or absence of human effects on climate said Benjamin Santer, a climate scientist and lead author on an article in the Nov. 17 online edition of the Journal of Geophysical Research (Atmospheres).

Many scientific studies have identified a human "fingerprint" in observations of surface and lower tropospheric temperature changes. These detection and attribution studies look at long, multi-decade observational temperature records. Shorter periods generally have small signal to noise ratios, making it difficult to identify an anthropogenic signal with high statistical confidence, Santer said.

"In fingerprinting, we analyze longer, multi-decadal temperature records, and we beat down the large year-to-year temperature variability caused by purely natural phenomena (like El Ni?os and La Ni?as). This makes it easier to identify a slowly-emerging signal arising from gradual, human-caused changes in atmospheric levels of greenhouse gases," Santer said.

The LLNL-led research shows that climate models can and do simulate short, 10- to 12-year "hiatus periods" with minimal warming, even when the models are run with historical increases in greenhouse gases and sulfate aerosol particles. They find that tropospheric temperature records must be at least 17 years long to discriminate between internal climate noise and the signal of human-caused changes in the chemical composition of the atmosphere.

"One individual short-term trend doesn't tell you much about long-term climate change," Santer said. "A single decade of observational temperature data is inadequate for identifying a slowly evolving human-caused warming signal. In both the satellite observations and in computer models, short, 10-year tropospheric temperature trends are strongly influenced by the large noise of year-to-year climate variability."

GOP co-chair: Debt talks a 'roller coaster ride' (AP)

WASHINGTON ? The Republican co-chair of a committee in charge of slashing the nation's deficit on Sunday called deliberations a "roller coaster ride" and gave no indication that a deal could be struck before the panel's Thanksgiving deadline.

Texas Rep. Jeb Hensarling said the panel will fail unless Democrats agree to significant "structural" changes to entitlement programs like Medicare and Social Security. When asked whether that could be done in a matter of days, he said "we haven't given up hope."

"But if this were easy, the president of the United States (Barack Obama) and the speaker of the House (John Boehner) would have gotten it done themselves," Hensarling said.

The supercommittee has until Nov. 23 to agree on how to reduce the deficit by at least $1.2 trillion in the next decade. Any amount less than that would be made up in automatic across-the-board cuts divided evenly between defense and domestic programs.

The panel has been stymied for weeks over taxes. Democrats want to raise revenue by making tax code changes that directly add money to government coffers. Republicans have agreed to increase government revenue, but are demanding large cuts to benefit programs, which they say are bleeding Americans dry.

Both sides have blamed the other for failing to move forward. Last week, White House Press Secretary Jay Carney said that Obama has told panel members that their finished product must contain both sources of new revenue, or taxes, as well as spending cuts.

At a press conference at the Asia-Pacific economic summit in Hawaii Sunday, Obama said he hopes lawmakers will "bite the bullet and do what needs to be done," but voiced frustration with what he said was a desire by some members of Congress to "want to keep jiggering the math" to get a different outcome.

The president refused to say whether he would veto any effort to bypass the deep cuts in defense and other spending that would take effect if there is no deal forthcoming from Congress.

Hensarling offered no new talking points Sunday, indicating that the two sides remain far from reaching consensus.

"We want more revenues. We just want to raise it by growing the economy," he said.

Likewise, Democratic panel member Rep. James Clyburn offered no hint that a real compromise was in the works.

"We've got 10 days to do this, and I really believe that all of the ingredients for a good resolution are there. We just need to build the will," said Clyburn, D-S.C. At the same time, Clyburn accused Republicans of wanting to cut a billionaire's tax bill by $300,000 while eliminating Medicare for people on a fixed income.

"That is just not fair," he said.

Pennsylvania Sen. Pat Toomey, a Republican member of the committee, defended his latest proposal as one that would get the economy moving again. Toomey and other Republicans want to generate at least $250 billion in new revenue by limiting tax deductions but only if Democrats agree to drop the top tax rate from 35 percent to 28 percent.

"You absolutely can do this in a way that will be pro-growth, that will generate more revenue, (and) that would avoid this huge tax increase that's coming otherwise," Toomey said.

Democrats have rejected the idea as something that will ultimately cost more than it would save, and called for a mix of $1 trillion in spending cuts and $1 trillion in higher tax revenue over the next decade.

Virginia Sen. Mark Warner, a Democrat who supports entitlement and tax reform, suggested that politics was the biggest culprit in preventing a deal.

"You'll know this supercommittee is getting close when folks on both ends of the political extreme scream the loudest, because that will show that there's actually movement being made," he said.

Sen. Tom Coburn, R-Okla., agreed.

"We can fix our problems but we require leadership from the president, and the leaders from the House and the Senate to say `we're going to do this.' And we have not seen that on both sides of the aisle and that's disappointing," he said.

Coburn, a vocal opponent of any tax increase, said he could stand the idea of increasing government revenues if the money comes from restructuring entitlement programs.

"I want to tell you, we're going to touch Medicare because there's no way we can borrow the money five years from now to run Medicare the way it is today," he said. "The question really is, will politicians do what is best for the country or best for their party and position?"

Hensarling, Warner and Coburn spoke on CNN's "State of the Union." Toomey and Clyburn spoke on "Fox News Sunday."

(AP Photo/Lexander Loiza)

(AP) ? The government sent top investigators Thursday to hunt for Washington Nationals catcher Wilson Ramos, whose abduction has shaken Venezuela's elite athletes and focused attention on the nation's sharp rise in kidnappings for ransom.

The 24-year-old player, who had returned to Venezuela after his rookie season, was just outside the front door at his home in the town of Santa Ines on Wednesday night when an SUV approached, armed men got out "and they took him away," said Ramos' agent, Gustavo Marcano.

It was the first known kidnapping of a Major League Baseball player in Venezuela, though the relatives of some ballplayers have previously been held captive for ransom.

Police found the kidnappers' vehicle abandoned in the nearby town of Bejuma on Thursday morning, Justice Minister Tareck El Aissami said. He said anti-kidnapping units led by "the best investigators we have" were dispatched to the area in central Carabobo state.

He vowed to rescue Ramos and capture his abductors.

"We're taking on this investigation with everything we've got," El Aissami said.

Major League Baseball and the Nationals said the leagues' Department of Investigations was working with authorities.

"Our foremost concern is with Wilson Ramos and his family and our thoughts are with them at this time," the team and the MLB said in a joint statement, adding there would be no further comment.

Ramos was outside with his father and two brothers when the SUV pulled up with four men inside, three of whom got out and seized the player, Marcano said.

"The abductors haven't made contact with the family or with anyone," said Domingo Alvarez, vice president of the Venezuelan Professional Baseball League. "We're worried."

Ramos is a key young player for the Nationals. As a rookie in 2011, he hit .267 with 15 home runs and 52 RBIs in 113 games. He also threw out 19 of 67 runners attempting to steal a base, a 28 percent success rate that ranked third among qualifying catchers in the National League.

Washington acquired Ramos from the Minnesota Twins in a trade for All-Star relief pitcher Matt Capps in July 2010.

He is one of dozens of Venezuelans in professional baseball, and security while at home has increasingly become a concern for the players and their families as a rising wave of kidnappings has hit the wealthy as well as the middle class.

Venezuelan police said 618 kidnappings were reported in 2009, and the numbers have grown rapidly in recent years. In 1998, when President Hugo Chavez was elected, just 52 kidnappings were reported. Security experts say the real number of kidnappings today is much higher because many cases aren't reported to authorities.

The wealthy have taken steps to protect themselves. Sales of armored cars have soared in the past several years. Bodyguards typically shadow major leaguers when they return to their homeland to play in the winter league.

"Every major league player has his own security, but we don't know if he had his security there at that time," Alvarez said.

Former Boston Red Sox slugger Tony Armas, who lives in Venezuela, said young players have been taking additional security measures due to the risk of kidnappings.

"But many of them are careless sometimes. No one seriously thinks that this can happen to us, and much less in a country like ours where people love baseball," Armas said in a telephone interview.

"Most of us came from humble families. We still have relatives who live in poor areas; we frequent those places and unfortunately the criminals are getting more soulless all the time," he said.

In November 2009, the 56-year-old mother of Victor Zambrano, who retired after a seven-year Major League career, was rescued in a commando-style operation three days after she was kidnapped. The former pitcher's cousin, Richard Mendez Zambrano, had been kidnapped a few days earlier, and was later killed.

In June 2009, Colorado Rockies catcher Yorvit Torrealba's 11-year-old son and brother-in-law were kidnapped and released a day later.

The mother of former player Ugueth Urbina, who was a two-time All-Star pitcher, spent more than five months in captivity until she was rescued in early 2005.

Venezuela has one of Latin America's highest murder rates, and violent crime has worsened in recent years. As ransom kidnapping has soared, the government passed a revised law in 2009 that stiffened prison sentences for kidnapping and also allows authorities to freeze the banks accounts of victims' families to prevent them from paying ransom.

Ramos had been training and planned to start playing with his Venezuelan team next week. Arizona Diamondbacks third baseman Melvin Mora, also a Venezuelan, proposed that the Venezuelan league ought to call off its games "until he appears."

But league president Jose Grasso said that won't happen. "Turning out the stadium lights isn't a solution," Grasso said, calling Ramos' abduction "an isolated event."

Clean-up exposes 17 to plutonium

At least 17 people were exposed to plutonium at a US energy department research facility in Idaho during clean-up of a decommissioned reactor.

A statement from the Idaho National Laboratory said there was no evidence that radiation was released outside the facility.

All those exposed were undergoing full-body scans after being decontaminated.

Before it was decommission in 1992, the facility was used to build and test nuclear reactors.

Clean-up workers have been slowly demolishing the reactor, and last year millions of pounds of steel and other materials that made up the reactor core were removed.

But the shell and plutonium fuel that once powered the reactor remains.

The accident occurred inside the Materials and Fuels Complex, near the edge of the facility's 890-sq-mile (2,300-sq-km) site.

The exposed workers were in an area that required no special protective shielding, lab spokesman Earl Johnson told Reuters.

"We certainly didn't expect this to happen," he said.

The facility produced the first usable amounts of electricity generated by nuclear power in 1951, according to its website.

If the person is not healthy then the health of the hair will be deplorable.

Regular use of herbal oil for hair not only controls hair loss but in many cases cures the problems from the roots. When massaged into the scalp it relaxes the mind, eases out stress and promotes sleep.

Massaging of hair & scalp with a proper nutrient hair oil gives additional nutrition to the scalp and prevents hair loss. Massaging also increases the blood circulation in the scalp & this keeps the hair roots strong. These extracts are highly effective, yet without the harmful effects of other medicines.

Hair oil manufacturers often add certain chemicals to oil to increase the fragrance. These chemicals penetrate into the scalp and can worsen the problem by layering the scalp with unwanted residue that can clog hair follicles and contribute to further hair loss. Thus herbal oils which are free of chemicals are much healthier and beneficial to the hair.

Another reason that you may choose to switch to herbal oil is because they are a much better option for people who have allergies or sensitive scalps. Ohioans Share Thoughts on Latest Senate Bill 5 Poll (ContributorNetwork)

Support of Ohio Senate Bill 5 (Issue 2) has increased according to a Quinnipiac poll release this week. The bill has earned converts since the early July poll taken by the professional polling group. In both polls there is the typical margin of error and a slightly larger number of voters identifying themselves as Democrats. The vast number of voters identifying themselves as independent voters in the most recent survey reaffirms the importance of reaching beyond the two traditional parties when attempting to influence public opinion.

My Ohio Twitter followers shared their views on Ohio Senate Bill 5 and recent poll statistics via email and instant messaging.

* "I am not surprised by the changes in the poll. After all the weeks of protests, the facts about the bill have come out and it just does not penalize public workers. Yes they will have a small increase in their own benefits and pensions, but I will not harm them significantly." -- Maurice Heck, architect, Cleveland.

* "At first I wasn't sure what I thought of the bill. I didn't want to see those people who would be retiring soon like my son end up broke. But it seems like the pensions of those who will soon be retiring will be fine and the increases of employee contributions will protect from more layoffs. The taxpayers just can't afford to pay more, I understand that too."-- Donna Brown, homemaker, Logan.

* "I didn't think people in Ohio were so stupid or that so many Republicans lived here that Senate Bill 5 would get such a chance to pass. Come on people, we have to protect the rights of the workers." -- Todd Carnes, teacher, Cincinnati.

* "I'm an independent voter and reserved my opinion on the bill until I knew more about it. Listening to all the shouting from opposing sides is not an intelligent way to make a decision. I do not want to see firefighters, police officers and teachers struggle. But I don't think the small percentage they would have to pay is too much to ask." -- Emma Franklin, artist, Dayton.

* "Since when is Ohio so anti-union? How can anyone think raising the costs on teachers is a good idea? We work hard for our money and do our best with even the lowest of students. Merit based pay is not fair since we can't choose the students we teach."-- Megan Hall, teacher, Athens.

* "The support growth in the polls is more than likely due to the commercials and campaign by Building a Better Ohio. They have stayed away from attack language like We Are Ohio uses and just lay out the fact in easy to understand language for Ohioans to read. I supported SB5 somewhat at first but now I definitely support it." -- Rob Stanley, small-business owner, Columbus.

Cooking Tips> Easy recipes for quick meals Savoury recipes for quick meals easy Mar 31, 2009 | Comments: 0 | Views: 2181 When you have a busy schedule is not always easy to find time to shop, prepare and cook healthy meals hot and fresh food. Certainly I found it anyway. Instead of following the path of microwave ready meals I have some favorite easy recipes I do if I have a lot of time and ingredients are usually already in my closet. Here are my three favorite recipes quickly and easily:

Spaghetti and cheese on toast

My ex mother in law scared me to this bit. It?s hard not to think about it when I prepare and eat it, but it gets there and knows so well that memories fade into oblivion delicious.

Ingredients:

Spaghetti hoops or can of Spaghetti ? regardless of size or brand you prefer. I use Heinz.
Roasting pan ? I use full, but no suits
Cheese ? Cheddar is the best and use low fat
Spread -. Optional but I use low fat

Method

Lightly toast bread and heat in the same time, the spaghetti, but does not overheat. Grate the cheese enough for your needs. Apply a thin layer of spread on your toast and then cover with hot spaghetti. Cover the spaghetti with grated cheese and then pop under the grill until cheese is melted to your liking. Transfer to a warm plate /> This recipe is very quick, and easy to fill and can be made as a snack with a round of toast or a meal with two rounds of toast.

Jacket potato with cheese and onion tomates,

After I got divorced and had no money to add cheap but nutritious meals for the menu, and as I was working two jobs of the food had to be quick to prepare and give energy. This was one of the cheapest meals I did and it never got boring.

Ingredients:

large roasting Pope Can tomatoes, chopped or
Small onion, finely chopped or dried onions
Grated or shredded ? whatever you prefer

Method

Either bake the potatoes for 50 minutes or microwave for 7 minutes. Cut the cooked potatoes and add onion to open in the slot. Cover onions with cheese and pour the tomatoes on top. Place in microwave and cook on high for 3-4 minutes.

Sometimes I added cooked, instead of sliced ??mushrooms or onions, or use slices of low fat cheese instead of grated cheese. I also use baked beans instead of tomatoes on occasion.

Noodles really great

I experimented and added to a tip in a magazine for this fast food.

Ingredients:

Pack meat barbecue Bachelors Super Noodles />
2 sliced ??cooked sausages
Dry onions

Method

Breaking and place the pasta in a pan with the flavor included. Add a small amount of dried onions and add the canned tomatoes instead of water. Stir and continue stirring while bringing to the boil. Simmer for 2 minutes then add sliced ??cooked sausages. Simmer for a couple of minutes and the food is ready fast.

The beauty of this recipe is that you can experiment with different ingredients and still get a good meal. For example, I sometimes add strips pre beef instead of sausage, or I can use flavored chicken pasta and chicken strips pre cooked and the onions aside.

Health and diet

I guess it all depends on how you look or how to prepare meals if you think you are healthy or not. The meals have varying amounts of carbohydrates, protein, calcium and iron, and we need everyone to live.

Is it fattening? Rigid dieters could say yes, but I do not think so, provided that no more food and change the ingredients of low fat alternatives. In fact, I have included these foods when dieting and weight loss, while feeling well and healthy. Begin to increase your traffic today only by submitting articles with us, click here to begin.
