DEA: Mexican governor got millions in drug cash (AP)

MEXICO CITY ? U.S. drug agents have evidence that cartel leaders paid millions to a Mexican border state governor and other figures in Mexico's former ruling party in exchange for political influence, according to a court filing in Texas.

Confidential informants told Drug Enforcement Administration investigators that leaders of the Zetas and Gulf cartels made payments to Institutional Revolutionary Party members including Tomas Yarrington, who served as governor of Tamaulipas state in 1999-2004, according to the complaint filed in U.S. District Court in San Antonio, Texas.

The affidavit says the DEA also has obtained ledgers documenting millions of dollars in payments to Yarrington's representatives.

Yarrington declined to comment when contacted by The Associated Press on Friday.

The U.S. investigation could have ramifications for Mexico's July 1 presidential election. The candidate of the Institutional Revolutionary Party, or PRI, has a strong lead in opinion polls and appears poised to retake the country's most powerful office 12 years after the party was unseated after seven decades of unchallenged rule.

The 13-page affidavit lays out in detail the DEA's case against Antonio Pena-Arguelles, an alleged cartel money-launderer who was arrested Wednesday in San Antonio.

It accuses him of using U.S. bank accounts to funnel millions to Yarrington from leaders of the Gulf and the Zetas. In 2004-2005 alone, it says, he and his brother received $4.5 million from the No. 2 leader of the Zetas, Miguel-Angel Trevino Morales.

The Zetas gang was started by Mexican army special forces soldiers who dropped out of the military and initially worked as the Gulf cartel's enforcers before breaking away in 2009 to become a notoriously brutal nationwide cartel of their own, responsible for thousands of kidnappings, slayings and acts of extortion.

One of the DEA's four informants told investigators that "during early 2000, Antonio Pena-Arguelles began receiving large amounts of drug proceeds on behalf of Osiel Cardenas, head of the Gulf Cartel, in exchange for political influence within the government in Tamaulipas," the complaint says.

Mauricio Fernandez, head of the DEA's San Antonio office, described the complaint as the result of a lengthy and continuing investigation.

"It's an ongoing matter right now," he said. "A lot of people are working on this."

Mexican prosecutors said late last month that they were investigating former Tamaulipas officials in connection with unspecified federal crimes, a category that includes money-laundering and drug-related crimes. Yarrington and two other former PRI governors, Manuel Cavazos and Eugenio Hernandez, publicly acknowledged that they were subjects of the probe.

In the wake of the revelations, the PRI accused the governing National Action Party, the PAN, its main opponent in the July election, of manipulating criminal justice for political ends.

The PRI's presidential candidate, Enrique Pena Nieto, appeared several days later at a rally in Tamaulipas hand-in-hand with Cavazos in a public show of support for the ex-governor, who is now running for a Senate seat.

The centerpiece of Mexican President Felipe Calderon's six-year term has been his heavy militarized fight against drug cartels, and the PAN has been increasingly attempting to paint the PRI as unable to move away from the corruption that marked the autocratic rule that ended with its presidential loss to the PAN in 2000.

Calderon's party seized on the DEA court filing as evidence that the PRI has links to organized crime.

"For months the National Action Party has expressed its concern about the evidence constantly coming to light that current and former PRI governors could be allowing organized-crime groups to operate," Gustavo Madero, chairman of the PAN's national executive committee, told reporters.

Pena Nieto did not directly address the accusations in the DEA affidavit when questioned about them Friday. Standing beside him, PRI head Joaquin Coldwell struck a softer tone than in previous party statements about the probe of the ex-governors.

"Every party member is responsible for his own conduct and behavior, and each party member must carry out his own legal defense," Coldwell said. "What we ask for in this case and others that present themselves ... is that the justice system isn't used in a partisan way, for electoral purposes, and that the constitutional rights of the people who are investigated are respected."

(AP) ? Japan and the United States agreed Wednesday to proceed with plans to transfer thousands of U.S. troops out of the southern Japanese island of Okinawa, leaving behind the stalled discussion about closing a major U.S. Marine base there.

The transfer, a key to U.S. troop restructuring in the Pacific, has been in limbo for years because it was linked to the closure and replacement of the strategically important base that Okinawans fiercely oppose.

The announcement Wednesday follows high-level talks to rework a 2006 agreement for 8,000 Marines to transfer to the U.S. territory of Guam by 2014 if a replacement for Marine Corps Air Station Futenma could be built elsewhere on Okinawa.

That agreement has been effectively scuttled by opposition on Okinawa, where many residents believe the base should simply be closed and moved overseas or elsewhere in Japan. More than half of the 50,000 U.S. troops in Japan, including 18,000 Marines, are stationed on Okinawa, taking up around 10 percent of the island with nearly 40 bases and facilities.

The two governments said in a joint statement that the transfer of thousands of U.S. Marines to Guam would not require the prior closure of Futenma, as the original pact required. Details of the realignment will be discussed further, but about 10,000 troops will remain on Okinawa, as in the original agreement.

Foreign Minister Koichiro Gemba told a news conference that he hoped the progress on the realignment plan would help the two countries step up deterrence in the Asia-Pacific region. He also said Tokyo and Washington would continue efforts to eventually close Futenma.

Progress on the issue is important to the United States, which is revising its military and diplomatic posture in Asia ? in what is being called the "Pacific Pivot" ? to reflect the rising power of China and increasing tensions over territorial disputes throughout the region.

Washington is also under pressure to make the most of its resources as budget cuts loom in Congress with combat operations are ending in Iraq and Afghanistan.

Wednesday's statement was vague on specifics of what lies ahead. But senior Japanese officials have said 4,700 Marines will be transferred to Guam. The remaining 3,300 would reportedly rotate among Australia, Hawaii and the Philippines.

Pentagon press secretary George Little said from Washington that talks would continue with both sides working on mitigating the impact on Okinawa, developing Guam as a strategic hub and maintaining an effective U.S. military presence in the region. He also said discussing troop numbers and locations was premature as the bilateral talks continue.

Tokyo is hoping the reduction of troops on Okinawa will ease opposition and demonstrate its desire to stand by promises to reduce the island's share of the troop-hosting burden. Officials say they remain committed to closing Futenma, which the U.S. and Japan agreed to do after the 1995 rape of a schoolgirl by three American servicemen led to mass protests.

"We decided to choose to reduce Okinawa's burden as much as possible rather than being stuck in a stalemate by sticking to an earlier package," Gemba said, stressing Tokyo's effort to serve Okinawa's interest as much as possible.

But Okinawa Gov. Hirokazu Nakaima gave a mixed response. He welcomed the agreement to move ahead with the Marines' relocation and a return of some of the bases as serving "Okinawans' desire to reduce the U.S. military presence," but repeated his rejection to move Futenma to another location on the island.

"A relocation without local consent would be impossible. We want Futenma moved out of Okinawa," Nakaima said in a statement.

The most likely replacement site, on a less crowded part of the island, is widely opposed on Okinawa and its viability remains a heated political debate.

Guam, meanwhie, has pushed hard for the troop buildup because of the potential economic boom.

"We are the closest U.S. community to Asia. We are very patriotic citizens. And unlike many foreign countries and even some U.S. communities, we welcome an increased military presence," Gov. Eddie Calvo said in a statement last week.

Guam, which is being built up to play a greater role in Washington's Asia-Pacific strategy, could also stand to get far fewer Marines than expected if the new plan goes through. The tiny U.S. territory had been counting on a huge boost from the restructuring plan, and may have to revise its forecasts.

But officials said the revised number could be more manageable.

A smaller contingent of Marines would alleviate concerns on Guam that the swelling military presence would overwhelm the island's infrastructure and environment.

Mark G. Calvo, the director of Guam's military buildup office, said the territory has been briefed by the Department of Defense about the talks with Japan and supports the transfer, even if it is smaller than expected. He said the idea of reducing it to about 4,000 Marines had been discussed after an environmental impact assessment two years ago pointed to possible problems.

"There are concerns about a loss of economic benefits, but it puts us in a better position to adjust our infrastructure," he said.

Gunshot injuries are typically categorized as low- or high-energy based on the weapon's missile velocity and mass. Typically, low energy injuries are treated with simple wound care, with or without antibiotics, regardless of the presence of a fracture. In contrast, high energy injuries are treated more aggressively.

A new study, "Handgun Injuries in 2012: What the Orthopaedic Surgeon Needs to Know," presented today at the 2012 Annual Meeting of the American Academy of Orthopaedic Surgeons (AAOS), found that modern low-energy handgun ammunition is designed to inflict significant soft tissue damage, which can cause infection and compartment syndrome (a painful condition that occurs when pressure within the muscles builds to dangerous levels). A review of ballistics data from forensic scientists and law enforcement officers in a major U.S. city police department, as well as gunshot-induced fractures from a single level 1 trauma center, found that low-energy handgun injuries have become more prevalent, and with hollow point ammunition (designed to expand when entering the body), can cause severe underlying tissue injury that may be overlooked by clinicians.

According to the study authors, orthopaedic surgeons need to be aware of this powerful new ammunition, and the likelihood that even "low energy" handguns can cause substantial bone and soft tissue injury.

Members of the Giants will be showered with a mile of confetti as they travel up Broadway from Battery Place. Then, in a ceremony at City Hall Plaza, the team will be presented with symbolic keys to the city.

"Big Blue gave us a game to remember, and on Tuesday we're going to give them a parade to remember," Mayor Michael Bloomberg said after Sunday's triumph in Indianapolis.

The parade for the Super Bowl champions will have an estimated economic impact of up to $38 million for the city, depending on the number of spectators, Bloomberg said. As many as 1 million are expected ? about a third of them from outside New York.

This will be the second Super Bowl championship parade for the Giants in four years. They also beat the Patriots in the NFL title game in 2008.

But it's hard to imagine a victory more exciting than the Giants' last-minute, 21-17 victory over the Patriots.

The hero of this year's parade undoubtedly will be Super Bowl Most Valuable Player Eli Manning. The Giants quarterback and Mario Manningham connected on a vital play, as the receiver made an over-the-shoulder catch along the sideline on the opening play of the game-winning drive.

On Monday, 250 fans nabbed pairs of tickets to the festivities at City Hall. About 50,000 people entered sweepstakes for a place at the ceremony.

The parade itself is open to all and promises to draw impenetrable crowds behind police barricades, as it did four years ago.

Three large screens around City Hall will allow members of the public to watch the ceremony. Streets around the ceremony will be closed.

New York has feted its public heroes since 1919, with the first parade for World War I General John Pershing and his victorious troops.

They were followed by more than 200 parades honoring everyone from aviator Charles Lindbergh to scientist Albert Einstein, Pope John Paul, South African leader Nelson Mandela and pianist Van Cliburn. Their names are chiseled into the Broadway sidewalks.

The Giants will be showered with at least 30 tons of manufactured confetti from skyscrapers lining Broadway.

?After the football match there was a big march so all the roads were closed and there have been unofficial marches since then.

?Some schools are closing early too because the children travel quite far to get home.?

Two people were killed and more than 400 injured in further protests in the city of Suez following the game and clashes with police.

Prime Minister Kamal al-Ganzouri said the head of Egypt's football association had been sacked and the board dissolved with its members referred to prosecutors for questioning.

Previously The Egyptian Football Federation had suspended all leagues in the country following the violence.

A spokesman read: ?The Egyptian federation has decided to stop the football leagues in all four divisions for an indefinite period after the violence that occurred in the game between al-Masry and al-Ahly, which represented a tragic shock to the centre of sport in general and the football family in particular.?

Lauren was crowned Miss Flintshire in November 2009 and was a finalist in the Miss Wales competition held in June 2010.

She went to Egypt to work because of the lack of teaching jobs locally.

While sustained rocket and missile fire would certainly make life uncomfortable in Israel, Barak himself has said he believes casualties would be low ? suggesting it would be in the hundreds.

Iran might also try to attack Western targets in the region, including the thousands of U.S. forces based in the Gulf with the 5th Fleet.

An Israeli attack might have other unintended consequences. A European diplomat based in Pakistan, permitted to speak only under condition of anonymity, said that if Israel attacks, Islamabad will have no choice but to support any Iranian retaliation. That raises the specter of putting a nuclear-armed Pakistan at odds with Israel, widely believed to have its own significant nuclear arsenal.

To some, the greatest risk is to the moribund world economy.

Analysts believe an Israeli attack would cause oil prices to spike, since global markets so far have largely dismissed the Israeli threats and not "price in" the threat. According to one poll conducted by the Rapidan Group, an energy consulting firm in Bethesda, Maryland, prices would surge by $23 a barrel. The price of oil settled Friday at $97.84 a barrel.

"Traders don't believe there's anything but bluster going on," said Robert McNally, president of Rapidan and an energy adviser to former President George W. Bush. "A potential Israeli attack on Iran is different than almost every scenario that we've seen before."

McNally said Iran could rattle oil markets by targeting oil fields in southern Iraq or export facilities in Saudi Arabia or Qatar ? and withhold sales of its own oil and natural gas from countries not boycotting.

Iran also could attempt to carry out its biggest threat: to shut the Strait of Hormuz, a strategic waterway through which a fifth of the world's oil passes. That could send oil prices soaring beyond $200 a barrel. But analysts note Iran's navy is overmatched.

If a surge in oil prices proved lasting, financial markets would probably plummet on concerns that global economic growth would slow and on the fear that any conflict could worsen and spread.

For the U.S. economy, higher gasoline prices would likely result in lower consumer spending, which accounts for 70 percent of U.S. economic activity. That could have devastating consequences for an incumbent president seeking re-election.

Nick Witney, former head of the EU's European Defense Agency, said "the political and economic consequences of an Israeli attack would be catastrophic for Europe" since the likely spike in the price of oil alone "could push the entire EU, including Germany, into recession."

He said this could lead to "messy defaults" by countries like Greece and Italy, and possibly cause a collapse of the already-wobbly euro. Witney, a senior fellow at the European Council on Foreign Relations, added that "the Iranians would probably retaliate against European interests in the region, and conceivably more directly with terrorism aimed at Western countries and societies."

Oil disruptions or higher oil prices will also dent growth in Asia. China, India, South Korea and Japan all buy substantial amounts of Iranian crude and could face temporary shortages.

China's fast-growing economy, which gets 11 percent of its oil from Iran, has urged all sides to avoid disrupting supplies. Any impact on China's economy, the world's second-largest, could send out global shockwaves if it dented Chinese demand for industrial components and raw materials.

Why is the issue coming to a head with such unfortunate timing, with the U.S. election looming and the global economy hanging by a razor's edge?

The urgency is fueled by a belief in Israel that Iran is moving centrifuges and key installations deep underground by the summer ? combined with doubts about whether either Israel or the United States have the bunker-busting capacity to act effectively thereafter.

At last week's security conference, Vice Premier Moshe Yaalon, a former military chief, said all of Iran's nuclear installations are still vulnerable to military strikes. In a startling threat, he appeared to contradict assessments of foreign experts and Israeli defense officials that it would be difficult to strike sensitive Iranian nuclear targets hidden deep underground.

American officials acknowledge the current version of its bunker-buster bombs ? considered the largest non-nuclear bomb in the U.S. arsenal ? may not be able to penetrate Iran's heavily fortified underground facilities. The Pentagon is asking Congress to reprogram about $82 million in order to make the 30,000-pound bunker-buster bomb more capable.

But U.S. officials also say there are a number of ways to cripple or disable the sites, such as targeting entrance and exit routes to an underground facility, rendering it inaccessible.

Israeli officials at the conference asserted that Iran has already produced enough enriched uranium to eventually build four rudimentary nuclear bombs and ? in what would be a new twist ? was even developing missiles capable of reaching the U.S.

Amos Yadlin, the former head of Israel's military intelligence, said the world needed less discussion on the issue. "There is the danger that an escalation could get out of control," he said. "Israel should go back to what it does best: Shut up."

Sports court strips Contador of 2010 Tour title (AP)

GENEVA ? Three days after U.S. prosecutors dropped their investigation of doping claims against Lance Armstrong, fellow Tour de France champion Alberto Contador was stripped of his 2010 title when sports' highest court rejected the Spanish cyclist's story that contaminated meat caused him to fail a drug test.

The 29-year-old Contador, who also won the Tour in 2007 and '09, tested positive for clenbuterol during a Tour rest day in July 2010. Contador's ban was backdated to Jan. 25, 2011 ? making him eligible to return on Aug. 6.

"Unlike certain other countries, notably outside Europe, Spain is not known to have a contamination problem with clenbuterol in meat," the Court of Arbitration for Sport said in its ruling. "Furthermore, no other cases of athletes having tested positive to clenbuterol allegedly in connection with the consumption of Spanish meat are known."

Contador had been thought likely to challenge Armstrong's record of seven career Tour victories. Instead, he joins Floyd Landis as the only riders stripped of their Tour titles after testing positive for banned performance-enhancing drugs. Andy Schleck of Luxembourg is now in line to take Contador's 2010 title.

The CAS verdict in Lausanne, Switzerland, was delivered 566 days after Contador cycled triumphantly along the Champs d'Elysees in Paris.

The ruling came after Armstrong's own lengthy legal fight ended Friday, with U.S. federal authorities dropping an investigation into alleged doping involving his Tour teams.

Cycling's governing body, which had joined the World Anti-Doping Agency in forcing Contador into court, said it took no satisfaction from upholding its fight against drug cheats.

"This is a sad day for our sport," International Cycling Union president Pat McQuaid said in a statement. "Some may think of it as a victory, but that is not at all the case. There are no winners when it comes to the issue of doping: every case, irrespective of its characteristics, is always a case too many."

The case had been expected to pit Contador's meat contamination defense against a UCI-WADA argument that the drug was present in the cyclist's system because he had used banned blood transfusions.

Yet a three-man CAS panel seemed to reach its own conclusion, finding that the presence of clenbuterol, which is sometimes used by farmers to fatten their livestock, was more likely caused by a contaminated food supplement.

The CAS ruling upheld appeals by the UCI and WADA, which challenged a Spanish cycling tribunal's decision last year to exonerate Contador.

To avoid a doping ban, Contador needed to prove how the anabolic drug entered his body and convince the arbitrators he was not to blame.

Spain's national association of cattle farmers said it had been vindicated by the CAS ruling after having "come under scrutiny following false accusations."

For WADA, Monday's verdict offered vindication in the wake of the Armstrong case, which was perceived as a stinging defeat for the anti-doping community. "This is an appropriate decision from CAS which represents the effective nature of the World Anti-Doping Code," WADA President John Fahey said.

Contador will miss the Giro d'Italia, the Tour de France and the London Olympics, but can ride in the Spanish Vuelta, which begins Aug. 18.

He will be stripped of all results from races in which he participated since Jan. 25, 2011 ? the day the Spanish federation proposed a one-year ban. That period includes his Giro d'Italia victory last season.

Contador, one of only five cyclists to win the three Grand Tours, had no immediate comment. He is scheduled to hold a news conference Tuesday in his home town of Pinto, near Madrid.

He could yet appeal to Switzerland's supreme court.

If Contador appeals to the Swiss Federal Tribunal, the court can decide the legal process was abused but would not examine the merits of the evidence. A federal appeal process typically takes several months, though the court rarely overrules CAS.

The four-day CAS hearing in November almost ended in chaos as lawyers for the UCI and WADA considered walking out when the panel chairman, Israeli lawyer Efraim Barak, prevented one of their expert witnesses from being questioned about the science of blood doping and transfusions.

The sports bodies were also unhappy with how Spanish authorities had conducted the case in its early stages, after the UCI publicly announced in September 2010 it had provisionally suspended Contador pending an investigation by Spain's cycling federation.

Contador was originally cleared last February by the Spanish tribunal, which rejected a recommendation to impose a one-year ban. Days earlier, then Spanish Prime Minister Jose Luis Rodriguez Zapatero said on Twitter that there was no reason to punish the rider, who is idolized in his country.

"It is regrettable there was some political interference at the first instance process from Spain which inevitably led to the appeal," Fahey said Monday.

Contador could also face financial pain at world sport's highest court of appeal: CAS said it would rule later on a request by the UCI to fine him $3.25 million.

Armstrong and Contador combined to win nine of the 11 Tours from 1999-2009, but Schleck seems reluctant to take his place alongside them.

"There is no reason to be happy now," Schleck said in a statement issued by his team, RadioShack Nissan Trek. "First of all I feel sad for Alberto. I always believed in his innocence. I battled with Contador in that race and I lost."
